The move doesn't appear to have totally soured the relationship between Bethesda and Sony though. Can you make mods on PS4 Well if you are talking about making mods yes it is possible but hard.
Also Sony is limiting mods to 1 GB apparently, as opposed to 5 on the Xbox.
